Can the same agents support riders and drivers?

They can, but they usually should not start that way. The policies, tone and urgency differ, and an agent switching between them mid-shift makes more mistakes. Most programs launch with separate queues and cross-train later where volume makes it worthwhile.

How are trip disputes kept consistent?

With a written adjustment matrix: what each agent may refund or waive, for which trip situations, up to what limit. Agents then decide quickly inside those limits, and sampled reviews keep the pattern honest as volume grows.
